Set in a post-apocalyptic Yokohama, where a homosexual megalomaniac mayor maintains rigorous control over the populace. Drugs are supplied to citizens to inhibit heterosexual desires. Officer Takeshi Honda (Riki Takeuchi) is a tough cop who is tasked with executing the mayor's agenda, while Ry (Show Aikawa) is a mellowed-out vagabond who becomes involved with a group of rebels. When the gang kidnaps Takeshi's son, a chain of events begins that will eventually culminate in a fight.
